When a job reaches awaiting_validation, this automatically submits our stored, chart-verified VHHH RNP Y RWY 07R fixture to prove the new cycle's numeric decode against real ground truth, not reused byte offsets.
The scoped-down list of approaches HKA actually wants tracked (cold-weather-relevant stations, not the full 1,475-airport catalogue). Add approaches from the catalogue above by approach id; a Load is always built from whatever's active here.
